Launch of Donor-Advised Fund to Mobilise Capital from Family Offices and Foundations for High-Impact Carbon Projects by EDB, Temasek Trust Foundation Advisors

On 5 May 2025, the Singapore Economic Development Board (“EDB“) and the Temasek Trust Foundation Advisors (“TTFA“), the philanthropy advisory arm of Temasek Trust, launched a donor-advised fund (“DAF“) that will mobilise capital from family offices and foundations for projects that generate high-integrity Article 6 carbon credits under EDB’s Carbon Project Development Grant (“Grant“).

The DAF aims to accelerate financing in the early stages of carbon project development across Southeast Asia, which could help early-stage carbon projects overcome common bottlenecks such as critical funding gaps (especially at the feasibility stage) and limited access to financing, as well as long-term buyers or offtakers.

Private capital owners – such as family offices and foundations – will have a structured pathway via the DAF to co-fund high-quality carbon projects and follow-on financing throughout their lifecycle. Managed by TTFA, the DAF will augment EDB’s Grant, which is a pool of capital to catalyse early-stage Article 6 carbon projects. Family offices and foundations can collaborate with EDB in key areas such as:

  1. co-grant funding for early-stage feasibility studies;
  2. financing for successfully validated projects; and
  3. offtake partnerships and demand signalling to increase project viability.

This partnership is an opportunity for private capital owners and carbon project developers to work in tandem with Singapore’s initiatives to promote advancement of high-quality carbon projects and a trusted carbon market that can deliver climate, nature, and community benefits.
