Formation of Trilateral Group to Address Concerns by Platform Workers, Platform Work Associations

On 4 July 2025, the Ministry of Manpower (“MOM“) announced the formation of a trilateral group to address recent concerns raised by platform workers (“PWs“) and platform work associations. The group consists of MOM, the Ministry of Transport, the National Trades Union Congress (NTUC) and Grab Singapore. Other platform operators may be brought into the discussions in future.

The trilateral group provides a regular platform for the Government to support efforts to resolve issues that may require regulatory interventions. It aims to address challenges faced by PWs, as well as safeguard their well-being, in view of the rapidly evolving platform economy.

The formation of the trilateral group is the latest in a series of moves by the Government to support the unique nature of the platform economy. On 1 January 2025, the Platform Workers Act came into effect to impose several regulatory requirements on platform operators, require them to provide Central Provident Fund (CPF) contributions and work injury compensation, and grant PWs the right to seek formal representation.
