Tanya Tang joined Rajah & Tann’s Competition and TMT practice as its Chief Economic and Policy Advisor, giving the practice the unique capability of providing fully integrated legal and economic advice to clients.

Tanya has been recognised as a leading competition economist in the international Who’s Who Legal Competition: Economists and Who’s Who Legal Consulting Experts: Experts – Economics – Competition Economists and as a leading trade consultant in the Who’s Who Legal Trade & Customs – Economists & Anti-Dumping Consultants.

Tanya has extensive competition and regulatory experience, having worked in the policy and competition team at the Infocomm Development Authority of Singapore (“IDA“), as well as the Competition Commission of Singapore (“CCS“), now known as the Competition and Consumer Commission of Singapore (“CCCS“). At IDA, Tanya’s key responsibilities included implementing the Telecom and Postal Competition Codes, such as assessing M&A applications and investigating alleged anti-competitive practices.  She also led key policy and regulatory reviews, such as reviews of the Telecom Competition Code and guidelines, as well as the Quality of Service frameworks for telecom services.  At CCS, Tanya was responsible for conducting economic analysis for investigation of competition cases. Her experience includes assessing complex mergers (including conducting two Phase 2 merger reviews) and leading cases involving abuse of dominance. Tanya has also participated in dawn raids to gather information for CCS’ investigations.

EXPERIENCE

  • Assisted a client in drafting a reconsideration request to an IMDA regulatory decision on allocation of spectrum for mobile/satellite use.
  • Assisted numerous clients on the telecom regulatory frameworks in Singapore and assisted clients in obtaining the necessary licences from the IMDA.
  • Assisted in advising client on the telecom licensing and regulatory requirements associated with the activation and landing of submarine cable capacity in Singapore.
  • Senior team member for World Bank project on developing a roadmap to assist Cambodia and Lao PDR to mobilise ICT for public sector service delivery and the development of the digital economy.
  • Assisted in conducting a five-day training course on e-commerce and telecommunications to senior ASEAN officials (in conjunction with iBusiness and US Government officials).
  • Assisted a major Malaysian telecom service provider in drafting a response to the Malaysian Communications and Multimedia Commission’s Public Inquiry Paper on Review of Mandatory Standard on Access.
  • Assisted in drafting the new converged regulatory framework (including telecom and broadcasting legislation, licensing mechanism, competition legislation, regulations and guidelines) for the Authority for Info-communications Technology Industry of Brunei Darussalam (AITI), including conducting training for AITI staff on implementation of the new frameworks.
  • Part of team that advised Liberty Wireless on the structuring of its MVNO legal contract with M1 to enable Singapore’s first post-paid MVNO.
  • Assisted in advising and drafting the submissions for CamGSM’s response to the Ministry of Post and Telecommunications of Cambodia’s public consultation on the Draft Law on Telecommunications of Cambodia.
  • Part of team that advised major social media and OTT players on telecoms and media regulatory issues in Singapore and in the region.
  • Assisted a major consumer media entertainment provider in making submissions to the Malaysian Communications and Multimedia Commission in relation to the authority’s proposed revised competition and regulatory guidelines.
  • Assisted numerous clients on the telecom regulatory frameworks in Singapore and assisted clients in obtaining the necessary licences from the IMDA.
  • Assisted clients on the competition issues arising from their proposed changes in ownership, and succeeded in obtaining IMDA’s approval for the transactions.
  • Assisted client in Phase 2 merger review by CCCS, including the structuring of commitments.
  • Assisted numerous clients in making a voluntary disclosure submission to Singapore Customs involving rules of origin under Singapore’s free trade agreements as well as strategic goods.
  • Provided on-site support to client in audit by foreign customs authority for violations involving rules of origin under free trade agreements.
  • Assisted several clients (food distribution and production company, as well as an online platform services provider) in applying for confidential merger advice from CCCS.
  • Assisted clients in a market study involving fast-moving consumer goods (FMCG).
  • Assisted clients in CCCS’s investigations against financial advisory companies for boycott, including drafting the representations to CCCS’s proposed infringement decision.
  • Assisted in submission of leniency applications for clients under cartel investigation by CCCS.
  • Assisted major postal player in responding to the competition authority’s queries in relation to their business practices vis a vis other postal players in the market, succeeding in satisfactorily addressing the authority’s queries.
  • Assisted client in a cartel investigation for a multi-national freight forwarding company with major operations in Japan and Singapore in the second international cartel decision issued by CCS.
  • Assisted clients on the need for merger notification in Singapore / other ASEAN jurisdictions for proposed joint ventures/mergers across various industries (e.g. food and beverage, media etc).
  • Involved in provision of competition law advice in relation to clients’ distribution agreements and exclusive arrangements across various industries (e.g. fast moving consumer goods, food and beverage etc).
  • Assisted in clients’ competition compliance training and guidelines.
