Justin Lee is Partner in the firm’s Technology, Media & Telecommunications Practice.

Justin has significant expertise in a wide range of technology-related matters, including high-value, complex IT transactions, deals involving novel technologies or use cases, and multi-jurisdictional data protection projects.

Notably, Justin is part of the inaugural batch of Accredited Specialists in Data and Digital Economy Law under the Singapore Academy of Law’s Specialist Accreditation Scheme, which recognises practitioners who have demonstrated a high level of expertise in specific areas of law.

Justin has also been appointed by the Singapore Personal Data Protection Commission (“PDPC“) to assist in its industry outreach and education efforts, and has conducted numerous data protection briefing sessions on behalf of the PDPC.

EXPERIENCE

Technology & Telecommunications

  • Acted for DBS in its joint venture with J.P. Morgan and Temasek to develop a common and open industry platform for payments, trade and foreign exchange settlement through the use of blockchain solutions.
  • Advised the Alliance for Action on Supply Chain Digitalisation in relation to the creation and launching of the Singapore Trade Data Exchange (SGTraDex), a national digital infrastructure that facilitates trusted and secure sharing of data between supply chain ecosystem partners.
  • Acted for Mapletree Investments in relation to its sale of the Oakwood Worldwide business to The Ascott, which involved the transfer of a substantial global IP portfolio.
  • Acted for a global port operator in relation to a long-term partnership involving the development, implementation and commercialisation of autonomous prime movers in port infrastructure environments.
  • Assisted OCBC Bank in relation to its roll out of its virtual purchasing card offering which enables businesses to digitalise and streamline their corporate spending and payment requirements.
  • Acted for a Chinese multinational internet technology company headquartered in Beijing on legal matters relating to its Southeast Asian expansion plans.
  • Advised a European payment solutions developer on legal and regulatory issues in Singapore and the APAC region relating to the offering of in-car payment systems and services.
  • Acted for an Indonesia-listed company in a joint venture with a Chinese fintech company for the launch of an e-payment platform for Blackberry users in Indonesia.
  • Acted for M1 Limited in its formation of a joint venture consortium with StarHub Mobile Pte Ltd for the purpose of their joint application for a 5G network licence in Singapore.
  • Assisted a Singapore government agency in developing a set of procurement tender documents for the development of software systems based on the agile methodology.
  • Acted for a Hong Kong-listed Chinese online insurance company in a joint venture with a Singapore-based technology company for the launch of an insurance platform on the technology company’s regional online platform.
  • Acted for a Chinese fintech company in a joint venture with a Singapore financial institution for the launch of a data-driven digital credit assessment solution across Southeast Asia.
  • Advised a multi-national company on the implementation of large-scale information technology outsourcing services across multiple jurisdictions to its financial institution clients.
  • Advised and guided numerous clients through the process of applying for telecoms licences for Facilities Based Operators (FBO) and Services Based Operators (SBO).
  • Advised a major business process outsourcing (“BPO“) service provider on the drafting of their entire suite of IT procurement and services agreements for the establishment of their BPO centre in Singapore.
  • Advised a major financial institution in their agile model development of an online sales portal and electronic transacting system.
  • Advised a multinational provider of insurance, annuities, and employee benefit programmes on the roll out of a smart blockchain-enabled insurance system in Singapore.
  • Advised various social media companies on issues relating to internet content regulation (including the Protection from Online Falsehoods and Manipulation Act, Internet Code of Practice, online advertising, infringement and infringement) and dealing with actions and requests from enforcement agencies.
  • Advised major social media firms on Deliberate Online Falsehood regulatory exposure including in parliamentary submissions on the same.
  • Advised a large technology company on the regulatory issues arising out of the sale and use of autonomous vehicles in Singapore.
  • Advised on and drafted various terms and conditions for the operation of websites and mobile applications for companies in various industries.

Data Protection & Cybersecurity

  • Advised a large cosmetics company in managing the legal and regulatory aspects of a data breach, including coordinating the notification of the breach to data protection regulators across multiple jurisdictions in the region.
  • Advised a major e-commerce company, a healthcare conglomerate, a major insurer and a health and fitness company, amongst others, in several investigations commenced by the Personal Data Protection Commission of Singapore for alleged breaches of the PDPA which closed with no adverse findings against the client.
  • Assisted a major electronics conglomerate in executing a regional data protection compliance project covering ten jurisdictions across the Asia Pacific.
  • Assisted various local companies in conducting compliance audits and developing a programmes for compliance with the Personal Data Protection Act.
  • Appointed by the Personal Data Protection Commission to assist with public engagement and awareness by providing data protection briefings to various industry organisations.
