Strategic Goods Control Legislation Amended to Update Control List

On 1 October 2025, Singapore Customs announced the gazettement of the new Strategic Goods (Control) Order 2025 (“SGCO 2025“). SGCO 2025, which revokes and replaces the Strategic Goods (Control) Order 2024, will take effect on 1 December 2025.

By way of background, Singapore shares the international community’s concern regarding the proliferation of weapons of mass destruction (“WMD“) and recognises the need for safeguards to prevent the unlawful transit of items through its ports that could facilitate such proliferation. To play its part as a responsible trading nation and to regulate the trade in strategic goods and strategic goods technology, Singapore enacted the Strategic Goods (Control) Act (“SGCA“) on 1 January 2003.

Strategic goods refer to items and their related technology that can be utilised in the production of WMD, as well as missiles capable of delivering them.

Strategic Goods Control List

Goods and technology that meet the technical specifications set out in the Strategic Goods Control List, which is found in The Schedule to the SGCO 2025, are regulated under the SGCA. For example, a strategic goods permit is needed for (i) any transfer – including export, transhipment, and transit – of strategic goods and related technology listed in the Strategic Goods Control List; and (ii) any transfer of goods or technology which is intended or likely to be used in connection with WMD.

Through the SGCO 2025, Singapore’s strategic goods control list has been updated to align this with the 2024 Wassenaar Arrangement’s Munition List (WAML) and the 2024 European Union’s List of Dual-Use Items (“EUDL“). The EUDL includes dual-use items controlled by four multilateral export control regimes, namely the Australia Group, the Missile Technology Control Regime, the Nuclear Suppliers Group and the Wassenaar Arrangement. Essentially, the list of strategic goods that are controlled or regulated under the SCGA will be expanded with the coming into force of the SGCO 2025.

Amendments to Related Subsidiary Legislations

The Strategic Goods (Control) Regulations and the Strategic (Control) (Brokering) Order 2019 will also be revised to update respective references to the new SGCO 2025. The amendments come into operation on 1 December 2025.
